Process towards standardisation in HL7 Belgium

  1. A request for a new workgroup inside HL7 Belgium is launched by the government of by the industry or users.

Goal: The requester(s) of a new standardisation need to pitch their idea to the HL7 Board in order to obtain clearance for the development of a new standard.

Preconditions: There needs to be clear use cases for a new standardisation request

Post conditions:

  • A new working group has been approved by the HL7 Belgium board (see balloting process)
  • A new working group has not been approved by the HL7 board (see balloting process)

2. New HL7 Belgium workgroup has been established

Goal: Inside HL7 Belgium a new working group is established with some clear use cases and needs for standardisation. The goal of this working group is to:

  • identify as many as possible use cases for the new standard,
  • invite and involve as many parties (industry, government and users) as necessary to reach consensus for the proposal for standard.
  • develop the new proposal for standard within the usual HL7 methodology and the timeframe of maximum 18 months

  • Industry
  • Users
  • Government

Preconditions: There is need for new standardisation that has been accepted by the HL7 Belgium board

Post conditions:

  • Consensus on a proposal for standardisation has been reached
  • No consensus on a proposal for standardisation has been reached.


3. Presentation to working group 'structuring of elements

Goal: Only when the HL7 Belgium board did a quality check and voted on the proposal of a new request for standardisation, this request will be proposed to the working group structuring of elements at the eHealth Platform. They will then have the only authority to validate a new standard as a national implementation for Belgium.

Participants:

  • participants of the current working group structuring of elements
  • HL7 Board

Preconditions:

HL7 Belgium Board accepted the result of the working group upon a new request for standardisation.

Post Conditions:

  • eHealth Platform validated the new standard and will publish all relevant documentation on its website
  • eHealth platform rejected the new standard proposal

4. Publication of new standard

Goal: Once a request for new standard has been validated by the eHealth Platform this new standard can be published on the eHealth Website or others.

Participants:

  • HL7 Belgium
  • eHealth Platform

Preconditions: A request for new standard has been validated

Postconditions: A new standard has been published on the eHealth Platform website or others.
